This is a postwar Russian army belt, made from a sort of reinforced synthetic material. As it is, it measures approx 34", but could be made about 6" longer. Generally in good condition, with a one short split at one end of the belt, and a small split in the back that doesn't notice, with brass buckle and steel keeper. An interesting piece of cold-war militaria.
