This is an inert and completely safe 7.62 x 54mmR rimmed cartridge that dates back to 1891. Originally designed for the Mosin-Nagant M1891 rifle, it's use spans the Tsarist era through to the present day. It is still in use as a sniper's round for the Dragunov  rifle, and also the PKM machine gun. Known as the '7.62mm Russian', and not to be confused with the '7.62 Soviet' which refers to the 7.62 x 39mm AK-47 round, this cartridge remains one of the few standard issue rimmed cartridges still in military use today.
This particular example has a steel case 'flashed' in copper to resist corrosion, and is of the type used during WW2 as brass was in great demand.
